INEC & The Law

Lately, The Independent National Electoral Commission [INEC] http://www.inecnigeria.org has become some form of Court/Judge/Arbiter in its own causes. For example, see ThisDay Newspapers report http://www.thisdayonline.com/nview.php?id=73477
The INEC chairman insinuates the rulings of an appellate court delivered by the presiding Justice Olu Funmilayo Adekeye as "unenforceable court orders".
It would appear that the legal profession in Nigeria may yet become an endangered career if non-lawyers (laymen as they are fondly called) saddled with delegated powers, admonish the courts on how it "ought" to rule.
Opinions are welcome.
